I was able to get a slow shutter speed which allowed me to move the camera giving this effect

On this morning with the difference in temperature between the water and the air steam formed right at sunrise but soon burned off as the sun climbed in the sky. Just as I was about to leave this location, a flock of birds flew into the frame for a few seconds which I was able to capture.
