The ministry now estimates that the new Costa Brava and Bourj Hammoud landfills will be full by the end of 2018.[45] In September 2017, local media reported that cabinet was considering reopening the Naameh landfill.[46] A group of lawyers have sued the Lebanese state, the Council for Development and Reconstruction, and the companies contracted to build both the Bourj Hammoud and Costa Brava landfills, calling for a halt to construction and closure of both sites for violations of Lebanons environmental law.[47] Construction in Bourj Hammoud was repeatedly put on hold while protestors blocked access to the site.[48] In January 2017, following evidence that birds attracted to the Costa Brava landfill were posing a danger to planes at the Beirut airport, a judge ordered the landfill permanently closed within four months.[49] The Union of Municipalities of Beiruts Southern Suburbs has appealed the decision to close the landfill, and in September an appeals court judge reversed the ruling.[50] In 2017, Sukleen began ending waste collection in Mount Lebanon as its contracts expired and other companies prepared to take over.[51] Outside Beirut and Mount Lebanon Outside Beirut and Mount Lebanon, municipalities are responsible for collection, treatment, and disposal of their waste, and rely heavily on open dumping and burning of solid wastewith some exceptions such as an anaerobic digester in Saida and a sanitary landfill in Zahle.[52] By 2010, outside of Mount Lebanon just 5 percent of waste was being recycled and 13 percent composted.[53] According to a Ministry of Environment and UNDP report, there are now more than 941 open dumps across Lebanon, including 617 municipal waste dumps, more than 150 of which are being burned on a weekly basis.[54] Municipalities are supposed to receive part of their funding from an Independent Municipal Fund, comprised of taxes collected by the central government
