Instead of the traditional cubes or regular shops it makes use of "city blocks" as the puzzles pieces. The object of the puzzle is to take the 9 city blocks and water to create your city. With 13 different layouts there is a lot of replay value to the brain teaser. This is a really fun puzzle great for ages 12 and up. The City Planner puzzle
